In April 2025, a new Executive Order was issued to “streamline” procurement. It doesn’t mention small business. It doesn’t mention the Rule of Two. But the result is clear: fewer protections, fewer opportunities, and fewer vendors.
Consequences for Small Business
Without the law being enforced, small businesses are being left behind. The Order encourages larger bundled contracts, weakens oversight, and shifts control away from local suppliers.
Systemic Loss of Small Business Participation
From 144,773 suppliers in FY2008 to just 73,833 in FY2024.
That’s a 49% collapse in small business participation — despite higher total spending.
